4. The last promotion to Class I was made on

the old scale of salaries, but the correspondence

ending with Mr. Ormsby Gore's confidential (2) despatch

of 17th June, 1937, made it clear that subsequent

promotions should be on whatever new scale should be

approved. I recommend accordingly that the two

vacancies now expected should be filled on the scale of

£1,450 rising to £1,600 by annual increments of £50 with

free quarters, as recommended in my despatch of 6th

September, 1938, referred to above.

If this is approved I will submit in due

course my recommendations for filling the vacancies in

question.
